Erro Create Project in VS2017

I'm following this steps, but, when i make a code first, my visual studio 2017 not run similarly.

Below are the prints of the errors.

Before implementing the reference inside the file: "Build Success"

After implementing the reference inside the file: "Build failed"

Note: Intellisense works perfectly, only the build I can't complete.

Can someone help me?
