Customise Bars Open/Close time (UTC instead of Broker Server

Every Retail Broker has converted to NY UTC+2/3 depending on DST for the weekly Bar Open/Close. This then affects the Daily and 4H Bars Open/Close time and Price Action structure. Basically reverting to the old 6day bars for the week.

It would be great to have the flexibility to set the Weekly/Daily/4H bars to Open/Close on a user setting which is independent from the Broker Server.

Example: Bar Open/Close use Broker Bar Settings, or UTC+0.

I think this could be done by using the broker tick time-stamp but offsetting the Bar Open/Close to the User input setting (UTC+X).
